On the afternoon of January 10, 2024, Tongfu Microelectronics held the first (expanded) meeting of its 2024 Safety Production Committee, along with the signing ceremony for the 2024 Annual Safety Production Responsibility Agreements. President Shi Lei and members of the Safety Production Committee attended the event, which was chaired by Xia Xin, Executive Deputy General Manager and Executive Deputy Director of the Safety Production Committee.

In 2023, all units within the group firmly established a strong awareness of the safety production baseline, rigorously enforced their primary responsibilities for safety, and systematically implemented safety duties at every level. As a result, the group maintained a stable and orderly safety production environment, continuing to achieve zero accidents throughout the year. Notably, the Chongchuan Plant was honored as the "Advanced Unit for Implementing Primary Responsibilities" by Nantong City.
General Manager Xia listened to the report and pointed out, In 2023, all units within the Group achieved outstanding results in safety production, thanks to the following key factors: First, leaders at all levels have placed tremendous emphasis on this critical area—President has repeatedly instructed that safety production must be prioritized, as safety forms the very foundation of production. Second, the specialized teams under the Safety Committee have conducted highly effective assessments and analyses of the company’s current situation, implementing numerous proactive safety measures. These measures have played a vital role in promptly addressing potential hazards, laying a solid groundwork for the Group’s year-round accident-free safety performance. Finally, the Safety Committee Office has consistently adhered to laws, regulations, and established procedures in its work and inspections. As highlighted in the report, any identified hazards must be tackled proactively, with a strong focus on prevention, ensuring that risks are eliminated before they can cause incidents. We encourage all members of the specialist teams to continue their dedicated efforts—thoroughly identifying risks from a professional perspective, offering constructive recommendations, and rigorously overseeing the elimination of hazards—to safeguard our commitment to safe, accident-free operations.

At the end of the meeting, President Shi Lei addressed the company. The 2023 safety production situation remained stable and orderly, and we extend our congratulations for continuing to achieve zero accidents throughout the year. Meanwhile, the president outlined six key requirements for safety production work in 2024.
1. Strengthen ideological awareness. Safety is the foundation of development—without robust safety measures, smooth production and operations simply cannot be achieved. Remember, safety has no endpoint; it’s a continuous journey that never ends. Everyone in the company must always keep firmly in mind the bottom line and red line for safe production, leaving no room for even the slightest relaxation.
2. Strengthen the implementation of responsibilities. The key to safe production lies in ensuring that responsibilities are effectively put into practice. We must firmly reinforce the chain of accountability, with each company, product line, and center taking full ownership of its own roles and duties. "We must 'firmly guard and hold onto' our 'one-acre plot,' ensuring that all responsibilities are thoroughly implemented."
3. Strengthen the identification and management of potential hazards. We must deeply learn from the recent tragic incidents—such as the coal mine accident in Shanxi and the fire at the Wuxi textile factory—which resulted in fatalities. We must resolutely overcome complacency and negligence, firmly establish a safety-first mindset, thoroughly identify risks, pinpoint the most significant ones, and effectively address and mitigate these risks.
4. Strengthen the focus on the front lines. When it comes to safe production, we must ensure thoroughness and comprehensiveness—leaving no blind spots. The key to our efforts lies at the grassroots level, directly in the field. To this end, we need to further enhance safety culture development within work teams, while reinforcing training and drills aimed at boosting frontline employees' safety awareness and their ability to handle emergencies effectively.
5. Strengthen technology-based prevention measures. We must enhance the early warning capability of safety production work by combining human oversight with technological defenses. In particular, key high-risk areas that are unmanned should be safeguarded through advanced technological solutions.
6. Strengthen emergency on-duty arrangements. Refine and thoroughly familiarize yourselves with the established safety production emergency plans; establish and bolster the volunteer fire-fighting team; and rigorously enforce leadership-led shifts and critical-position staffing. 24-hour on-duty system. In the event of emergencies or critical situations, we can respond swiftly and handle them effectively.
Finally, President Shi Lei once again emphasized that, as the Spring Festival approaches and we enter a season of rain, snow, and low temperatures—periods when fires and road accidents tend to occur more frequently—each unit should diligently carry out publicity and preventive measures.

In 2024, all units within the Group will continue to strive forward under the leadership of the Chairman and President, staying true to our original commitment to safety. We will firmly uphold the principle that "local responsibility means frontline defense," ensuring that each entity serves as a solid fortress. By safeguarding the bottom line of safe production, we will guarantee the company’s safety and stability, preventing any safety-related incidents and providing robust support for the Group’s high-quality development.
